Kenosha and Winnebago County agencies contributing data to the WIJIS Justice Gateway have successfully implemented "Record Retrieval" -- the ability for users to request additional details on a specific record. The request is made by the Gateway user in real time and goes directly to the original agency's records system for the information. The agency returns an incident report in either full or abbreviated format, at the agency's discretion.
Doing a Record Retrieval:
Go to the Production Gateway -- see wijis.wisconsin.gov and, if you're an authorized* Gateway user, choose Log In to WIJIS Justice Gateway Production Site.
From the Gateway's Person Search (on the Production Gateway only), enter a name (and as many additional qualifiers, such as birth date or activity date as you wish) to search on.
...Let's say you're searching for "Charles Schultz" with a birthday in 1970.
The results page will show you the pointers that match your search query.
...Let's say there are 20 incidents from various agencies throughout the state returned for Charles Schultz born during 1970.
Identify one of the resulting pointers that closely matches your query, based on the names, birth dates and/or activity dates shown. (You may also click on the person names to see the supplemental information, such as demographic information, to help you to further isolate relevant pointers.) Select the "GoToSource" button at the far right of that row.
...Let's say you identify a March 15, 2006 arrest of Charles Schultz by the Kenosha County Sheriff's Office that you're interested in. Click "GoToSource" at the far right of that row.
When you choose GoToSource, the Gateway issues a request for more information to the record's originating agency. The originating agency will return an incident report.
...The GoToSource request asks the Kenosha County Sheriff's Office computers for any additional information on the March 15, 2006 arrest of Charles Schultz. Their computer returns a full or abbreviated report of the arrest to you. This incident report, called an IEPD, is formatted utilizing a national justice data standard called GJXDM.
Please note: Agencies that contribute data to the Gateway have the right to share or not share select information about any or all records. They may choose to share only agency contact information, only officer contact information, a partial report, or a full report, depending on the circumstances of each case.
For Your Info: This GoToSource / Record Retrieval feature works due to computer technology called Web Services. This technology enables multiple computers to share information in real time, even if the systems themselves are very different from one another.
